The article examines the transformation of state innovation policy for enterprise development in response to globalization, digitalization, and increased international competition. It is argued that in the context of open national economies and the formation of global innovation ecosystems, traditional approaches to state regulation of innovation are undergoing significant changes, giving way to comprehensive, networked, and ecosystem models of innovation policy. The evolution of the theoretical foundations of state innovation policy from a directive-instrumental approach to the formation of a favorable institutional environment focused on stimulating entrepreneurial initiative, international cooperation, and the integration of enterprises into global value chains is revealed. The impact of globalization on the changing role of the state in innovation processes is analyzed, as well as the growing importance of indirect instruments for supporting innovation, harmonizing national policy with international standards, and developing innovation infrastructure. Attention is paid to digital transformation as a key factor in modernizing state innovation policy, which reshapes mechanisms of knowledge generation and diffusion, market structures, and the regulatory environment. It is shown that digitalization necessitates the development of digital competencies, support for platform solutions, and ensuring a balance between innovation dynamics and regulatory stability. The institutional and economic prerequisites for the effective transformation of state innovation policy for enterprise development are identified, among which the key ones are the quality of the institutional environment, the protection of intellectual property rights, access to financial resources, and the level of integration of science, business, and the state. It is argued that aligning state innovation policy with global trends and international programs creates additional opportunities to increase enterprises’ long-term innovative activity and competitiveness.
