The article reveals the theoretical and methodological foundations of the study of innovative public administration instruments in the context of the transformation of the modern model of governance. The author emphasizes the need to rethink the instrumental support of public policy in the context of digitalization, the growing complexity of social demands, decentralization, and service reorientation of government. The author analyzes modern approaches to the classification of tools by the type of managerial interaction (vertical and horizontal), functional purpose (analytical, communication, managerial, and organizational), and level of technological development (traditional, digital, innovative tools). Particular attention is paid to the tools of e-democracy, crowdsourcing, and public monitoring, which open new opportunities for citizen participation in policymaking. The international experience of applying innovative management practices in the Nordic countries, Estonia, and Canada is summarized, and the prospects for their application in Ukraine are analyzed. It is found that the effective adaptation of innovative tools to Ukrainian conditions requires compliance with the principles of localization, institutional sustainability, participatory approach, human resource development, and ethical integrity. The article substantiates the need to create an institutional environment in which innovations in governance are viewed as a tool for strengthening the capacity of communities, improving the quality of public services, and building trust in the government. An innovative approach to public administration forms the basis for the transition to flexible, client-oriented, and socially responsible governance models. Expanding the toolkit of management actions facilitates the integration of digital technologies into the daily activities of public authorities, which increases the transparency and effectiveness of policies. The conceptualization of innovative tools proposed in the article opens new research areas in managerial transformations and digital governance.
