The article examines the problems of managing the effective functioning and development of higher education institutions in Ukraine. The focus of attention is on strengthening the motivation of the staff of higher education institutions. It is shown that work motivation in business entities that provide educational services, one of the features of which is direct contact with the consumer of the service, plays a decisive role in the sense of economic efficiency, strengthening the competitiveness of services and the educational institution in general, development, as well as the implementation of critically important social functions of educational institutions. Therefore, the research aims to substantiate the set of tools for strengthening the work motivation of the staff of higher education institutions, considering the specifics of domestic realities. The appropriate toolkit, the implementation of which in practice will contribute to the improvement of the work motivation system of educators working in higher education institutions, is defined and formed in the following directions (the target orientations for increasing labor efficiency and, accordingly, the development of domestic institutions of higher education): (1) improvement of teaching skills and an increase in the level of quality of educational services, (2) activation of scientific, research and innovation activities, (3) participation in the management of the development of a higher education institution, (4) creating a transparent, but competitive environment in a higher education institution, (5) strengthening the public activity of the staff. The practical significance of the research results lies in the fact that the article proposes and substantiates an applied approach to assessing the potential of dual education, the implementation of which will contribute to the formation of regional monitoring of the progress of higher education and strategizing, the development of innovative concepts for ensuring that the quality of professional education meets the requirements of the labor market.
