This article studies the theoretical foundations of human capital development in rural areas. The article aims to analyze and improve the existing theoretical and methodological framework regarding the formation of human capital in rural areas and to substantiate potential directions for developing human capital in rural territories. The article thoroughly analyzes the key problems of human capital development in rural areas. A review of the literature sources allowed for the substantiation of economic, managerial, ecological, infrastructural, medical, social-demographic, educational-cultural, gender, and social barriers significantly hindering the formation and development of human capital in rural areas. The research shows that the systematization of factors restricting human capital development enabled the identification of the most critical issues for further development of recommendations to overcome them. It is determined that to overcome the barriers to the formation and development of human capital in rural areas, comprehensive measures must be implemented in several directions. Specifically, improving the socio-demographic situation through support for families and creating conditions to retain youth in rural areas, developing education and vocational training by modernizing educational infrastructure and providing access to online learning, and improving economic conditions through investments in infrastructure and support for local businesses. Medical services can be improved through the modernization of healthcare facilities and the development of telemedicine. Environmental measures include the sustainable development of agriculture and ecosystem restoration. Transparency in decision-making and local government reforms are necessary to improve governance and reduce bureaucracy. Social initiatives will contribute to the development of civil society, and overcoming gender barriers will ensure equal opportunities for women. Implementing these measures will contribute to the creation of favourable conditions for the development of human capital in rural areas, which, in turn, will ensure their sustainable development and improve the standard of living of residents. Overall, the study showed that developing human capital in rural areas is a complex and multifaceted process that requires a comprehensive approach to overcoming the barriers that hinder its effective formation.
