The article is devoted to the analysis and development of effective methods of labour resources management in the post-war period in Ukraine, which was characterised by significant socio-economic challenges, such as the shortage of skilled labour, the need to restore the economy and adaptation to new working conditions. The purpose of the study is to systematise and evaluate the effectiveness of approaches to human resource management in the context of post-war reconstruction, as well as to determine their impact on modern management practices. The article presents a systematic grouping of the factors of influence and the main challenges facing the formation of an effective process of managing Ukraine’s labour resources in the context of war. The author identifies key methods of regulating the labour management process with a view to improving it, through centralised workforce planning, retraining programmes, motivational systems focused on increasing productivity, and the use of temporary employment to address the shortage of qualified personnel. Particular attention is paid to adapting these methods to the social and psychological needs of workers affected by the war. The study emphasises the importance of flexibility and innovation in managing human resources in times of crisis. At the same time, the consideration of a process approach to improving the efficiency of management operations should be implemented through improving the structural elements of influence on labour resources, through improving administrative and socio-psychological management methods. We believe that the key areas for improving management methods are: optimisation of labour processes and introduction of scientific labour organisation (SLO) to increase its efficiency; development of incentive systems; introduction of new management models, such as management by objectives or democratic approaches aimed at teamwork to achieve the organisation’s goals, etc. The conclusions of the article emphasise the relevance of historical experience for the development of modern strategies of personnel management in times of economic instability, with the aim of increasing efficiency and establishing organisational and production processes in general.
