The article proves that a modern communication system is a necessary condition for the successful functioning of society, where every subject can be heard and take part in making important decisions, which ensures sustainable development and progress. It was determined that public administration bodies play a key and coordinating role in the creation of a public communication system that corresponds to modern globalization processes and information technologies. Attention is paid to the fact that the basis for creating an effective domestic system of public administration is the interaction of public authorities with the public. The important areas covered by the topic of the theoretical and methodological aspects of the formation of the communication system of public administration are defined (theoretical foundations consisting of communicative and social theory, methodological approaches: interdisciplinary approach, quantitative and qualitative methods, components of the communication system: information infrastructure, transparency and accountability , public participation in decision-making processes and challenges: protection against cyber threats, ensuring data privacy and taking into account social and cultural barriers). Emphasis is placed on the fact that the communicative system of public administration is a key element of modern public administration, which contributes to increasing efficiency, transparency and participation of citizens in decision-making. It is noted that, in general, the communicative system of public administration is a set of interconnected processes, tools and mechanisms that ensure effective exchange of information between state authorities, citizens and other interested parties. The components and processes that ensure the effective exchange of information between state bodies and citizens are identified and substantiated: information infrastructure (e-government, information systems and databases), transparency and accountability (openness of information, accountability mechanisms), public participation (public hearings and consultations, surveys and questionnaires), communication channels (traditional media, digital and social media), professional training (training and professional development, exchange of experience), technological innovations (integration of modern technologies, cyber security).
