The article presents a theoretical analysis of the core concepts related to the institutional support of mutual responsibility between the state and civil society in the field of public administration. The purpose of the study is to identify, systematize, and clarify key definitions that form the terminological foundation for effective interaction between the state and its citizens. Special attention is given to the concepts of “institutional support” and “mutual responsibility,” which require conceptual harmonization. The research methodological framework encompasses methods of comparative analysis, synthesis, systematization, and an interdisciplinary approach. The author examines scholarly sources and existing differences in the interpretation of relevant terms, leading to the development of an integrated definition of institutional support as a system encompassing legal, organizational, procedural, and resource-based components. The study establishes that effective public administration is impossible without a clearly structured institutional foundation capable of ensuring accountability, transparency, and feedback in state–civil society relations. The article outlines four dimensions of state responsibility: legal, political, social, and moral-ethical, emphasizing the multidimensional nature of this concept. The scientific novelty lies in the author’s definition of institutional support for mutual responsibility as a complex system of legal norms, procedures, and social practices designed to realize democratic principles in public governance. The practical significance of the research lies in its applicability to the development of regulatory documents and mechanisms for interaction between state structures and civil society institutions. Future research prospects include the development of applied models of institutional support for mutual responsibility at various levels of public governance (national, regional, and local); the creation of tools for monitoring and evaluating the quality and effectiveness of state–civil society interaction; the identification and mitigation of institutional risks that hinder the implementation of democratic accountability mechanisms; as well as a comparative analysis of international practices in establishing frameworks for responsible and participatory governance.
