The purpose of the study is to develop and scientifically substantiate a model of a digital system for managing a territorial community, and to identify the main prerequisites, factors, and tools that ensure the effective implementation of digital technologies in the practice of local self-government. The article presents a conceptual model of a digital system for managing a territorial community, covering its structure, key functional parameters, and criteria for assessing effectiveness in the context of modern digital transformation of public administration. The relevance of the transition of territorial communities to digital management formats is substantiated by the need to increase transparency, efficiency, inclusiveness, and the adaptability of management processes, as well as by society’s requirements for higher-quality, more accessible public services. The proposed model defines a set of structural components of the digital system: digital infrastructure of the community, integrated information and communication platforms, a network of electronic administrative and social services, mechanisms of electronic democracy and citizen engagement, data collection, processing, and analytics systems, as well as means of cyber protection and data management. During the study, the parameters of the system’s functioning were defined, including technological readiness, degree of process automation, integration of digital resources, level of user orientation, service availability, possibility of interagency interaction, data openness, and potential for scaling. Attention was paid to the formation of criteria for assessing the effectiveness of the digital management system, which includes the quality of public service provision, the speed and accuracy of management decisions, the level of user satisfaction, the intensity of public participation, reducing administrative costs, increasing transparency, and accountability of local authorities. The results of the study can be used to optimize the strategic planning for the digital transformation of communities, develop practical recommendations for implementing digital solutions, assess the level of digital maturity, and establish effective mechanisms for interaction among local governments, citizens, and other stakeholders. This provides an opportunity to build a modern, flexible, and sustainable territorial community management system that can meet the challenges of the digital era and promote sustainable development at the local level.
