The consequences of the military conflict, which are affecting the economy and social sphere of Ukraine, have led to an extraordinary intensification of the need for social housing formats for the population, particularly in the social housing sector. The article provides a brief assessment of the size of losses and destruction to the national housing stock resulting from the war’s consequences. The share of the housing sector and the housing construction sector as industries that suffered the most significant damage and losses is determined. The total amount of losses in the industry over the four years of the war is estimated to be $ 60 billion. The main problematic aspects associated with providing housing to vulnerable populations are identified. A regional analytical assessment of the social needs of internally displaced persons in Ukraine is conducted. Residents and IDPs of Kyiv, Dnipropetrovsk, Mykolaiv, and Odessa regions currently experience the greatest need for social life. The assessment revealed that the national social housing fund is presently insufficient to meet the full need for social housing among IDPs. The actual share of territorial communities that have social housing facilities available to meet the needs of IDPs is approximately 11%. Most temporary housing facilities are concentrated in the Kharkiv region, Zakarpattia, and Kyiv regions. The study’s results identified key systemic problems inherent in the provision of social housing to internally displaced persons and residents of Ukraine. Among them, the following were identified: a general shortage of social housing, excessive bureaucracy, and a lack of developed approaches to managing housing social security; the presence of infrastructure restrictions; difficulties in obtaining IDP status; low effectiveness of social programs for the integration of IDPs into local society; and regional housing burden. A brief description of state financial support for housing construction for specific (vulnerable) categories of the population is provided. Among the main support instruments implemented are a nationwide project for the construction of new social housing; preferential mortgage loans for IDPs, subventions to local authorities as a form of support for social construction and reconstruction; financial support for the construction (purchase) of housing for military personnel; financial support for youth housing construction, and others.
