The article explores and structures conceptual directions for modernizing the interactions among the leading actors in local development — territorial communities, businesses, and citizens — in the context of the digital transformation of social and administrative processes. It is proposed to highlight not only the institutional, organizational, and administrative, economic, social, communicative, and digital direction, but also the environmental aspect, which integrates the principles of sustainable nature management, energy efficiency, and the «green» economy. It is demonstrated that digital transformation forms a new model of complex interaction – partnership and network, which considers both classical and environmental aspects of community development. The emphasis is on the uneven digital maturity across different types of territorial communities (urban, town, and rural), especially evident in the Ternopil region. It is determined that urban communities are oriented towards the development of smart infrastructure, digital services and innovative entrepreneurship; settlement – for institutional strengthening of interaction between the population, business and community, development of communication platforms and support of small and medium-sized enterprises; rural – for basic provision of digital access, elimination of digital inequality and creation of prerequisites for the development of entrepreneurship. Key challenges of digital modernization have been identified: institutional fragmentation, weak coordination between authorities and businesses, limited financial resources, limited access to investment, digital inequality, low cybersecurity levels, distrust of electronic tools, etc. Based on the identified areas, three typologically oriented models of interaction among local development entities for different types of territorial communities have been developed: “Smart Urban Community”, “Digital Hub Community”, and “Electronic Agrarian Community (e-Agricommunity)”. It was found that this approach provides a systematic and balanced combination of institutional, organizational, managerial, economic, socio-communicative, digital, and environmental aspects, adapted to the conditions of digital transformation and sustainable development.
