Structural and functional improvement of the economic mechanism for managing the foreign economic activity of agricultural enterprises

The article substantiates the structural and functional improvement of the economic mechanism for managing the foreign economic activity of agricultural enterprises under conditions of logistics volatility. It demonstrates that a fragmented management model, in which export planning, logistics, finance, marketing, and risk-oriented management operate separately, cannot ensure timely and coordinated responses to changes in freight rates, route availability, transshipment costs, delivery times, and contractual risks. The economic mechanism for managing foreign economic activity is defined as an integrated system of objectives, functions, methods, instruments, resources, information and analytical procedures, and feedback loops aimed at achieving sustainable export performance. A structural and functional model is developed that integrates strategic, organizational, economic, logistics, marketing, information and analytical, risk-oriented, control and evaluation, and adaptive-regulatory blocks. The adaptive-regulatory block plays a central role by converting monitoring and control outputs into decisions on route adjustment, revision of contractual terms, capacity reservation, export price adjustment, and the use of logistics futures or their functional equivalents. Key performance indicators for each block and a phased implementation procedure for enterprises of different scales are specified. The scientific contribution lies in treating logistics volatility as an independent management object and in establishing a closed-loop mechanism for the adaptive regulation of export performance.
