The article substantiates the theoretical and methodological foundations of strategic management of human capital development and proposes a conceptual model of such management at the meso- and micro-levels. It is shown that, amid demographic losses and migration, the human capital of rural areas is formed mainly within the community, family farming, small businesses, and the household. In contrast, management practice still reduces its development to labor-resource accounting and personnel administration. Reconstructing the genesis of the theory, the paper distinguishes between the quantitative and qualitative contours of analysis: the labor force and labor resources are treated as nested sets of carriers, while human capital is a capitalized stock of knowledge, skills, health, and motivation. The content of strategic management of human capital development is defined as a purposeful, multilevel process of forming, accumulating, renewing, and capitalizing this stock. A multilevel integrative model is developed that combines two levels of governance (the community; the enterprise/household/individual), four synergistic potentials (socio-demographic, labor, entrepreneurial, and innovative), and five contours (strategic development, investment support, institutions, motivation, and an indicator framework). It is argued that the model’s operability depends on the simultaneous embodiment of each contour at both levels; otherwise, a gap persists between community policy documents and the survival practices of the capital carrier. The findings can be used to design rural community development strategies and territorial human-capital passports. Prospects for the empirical verification of the model on rural community data and for assessing the return on investment in human capital are outlined.
