The article provides a comprehensive scientific substantiation of the strategic directions for the development of Ukraine’s construction industry in the context of global challenges. These challenges are shaped by economic transformations, high market volatility, tightening regulatory and environmental requirements, resource constraints, as well as the consequences of full-scale war and post-war recovery. It is substantiated that the modern development of the industry requires a transition from fragmentary adaptive solutions to systemic strategic management focused on long-term resilience, competitiveness, and adherence to the principles of sustainable development. The strategic role of the construction industry in forming the material foundation of the national economy, spatial development of territories, and the restoration of housing stock and critical infrastructure is revealed. Modern scientific approaches to the strategic development of the construction sector are generalized, particularly the concepts of sustainable development, digital transformation of management processes, modernization of the technological base, and the integration of international management standards and ESG approaches. Key strategic directions for the development of Ukraine’s construction industry are identified, including: digitalization of management and the implementation of BIM technologies as a tool for strategic planning and control throughout the entire life cycle of construction projects; the development of energy-efficient and “green” construction, taking into account environmental and social requirements; systemic assessment of the effectiveness of strategic initiatives based on integral indicators; strengthening state support for innovation, investment, and sustainable development; increasing the internal organizational capacity of construction enterprises and the development of human capital. The expediency of considering these directions in interconnection as elements of a single conceptual model for the industry’s strategic development is substantiated. The proposed conceptual model integrates economic, social, and environmental goals, ensures the construction industry’s adaptation to global challenges, and creates the preconditions for its innovative and competitive development in the medium and long term. The practical value of the results lies in their potential application to the formation of state policy, sectoral programs, state support mechanisms, and development strategies for construction enterprises during Ukraine’s post-war recovery and European integration.
