The article examines the strategic aspects of cross-border cooperation as one of the key directions of public authorities’ activities in Ukraine under martial law. It analyses the transformation of cross-border policy from an economic instrument of regional development into a mechanism of security, humanitarian resilience, and international solidarity. The study is based on the case of the Lviv Regional State Administration (LRSA), which serves as a leading coordinator of international and interregional cooperation on Ukraine’s western border. The paper reveals the institutional and legal foundations of the Department of International Cooperation, explores the dynamics of foreign contacts, and outlines the framework of partnership agreements with the regions of the Republic of Poland and other EU countries. Special attention is given to the Lviv region’s participation in Interreg NEXT 2021–2027 programs, international technical assistance projects, and humanitarian diplomacy initiatives implemented during wartime. It is emphasized that cross-border cooperation has acquired a strategic dimension in times of war: it helps maintain the stability of border territories, develop critical infrastructure, address humanitarian needs, and strengthen Ukraine’s positive international image. The Lviv region demonstrates an effective model of regional governance combining state policy, interregional partnerships, and community-based initiatives. The analysis identifies significant challenges to Ukraine’s cross-border policy: insufficient coordination between state and regional levels, limited financial resources, and the absence of a comprehensive monitoring system for evaluating project effectiveness. The author proposes several improvements, including establishing a National Cross-Border Cooperation Platform, expanding participation in EU-funded programs, and introducing strategic planning for post-war regional recovery. The findings confirm that cross-border interaction is a crucial factor of regional security, European integration, and sustainable recovery, and that the strategic practices of the Lviv Regional State Administration can serve as a model for other border regions of Ukraine.
