The article examines state support for small and medium-sized enterprises (SMEs) in the context of the security development of the Ukrainian real estate market in the conditions of full-scale war. It is argued that the transformation of the real estate market is caused by the destruction of infrastructure, changes in the spatial structure of the economy, large-scale migration flows, and the relocation of production facilities. It has been proven that small and medium-sized businesses are a key element in stabilizing economic activity in their territories. Still, they are most vulnerable to the risks of property loss and instability in rental and investment relations. It is noted that in wartime, real estate ceases to be a homogeneous market and acquires pronounced regional differentiation, which requires adaptive mechanisms of state regulation. The article analyzes the regulatory and legal acts that govern property, rental, construction, and compensation relations during martial law, as well as financial support instruments for SMEs, including preferential lending, portfolio guarantees, interest rate compensation, and mechanisms for enterprise relocation. The importance of digitizing registration procedures, restoring the operation of state registries, and introducing electronic contracts as fundamental tools for ensuring transparency and protecting property rights is emphasized. Particular attention is paid to the role of local communities as spatial moderators of economic recovery, which create conditions for SMEs to access communal spaces, establish business hubs, and industrial parks, as well as local programs to support relocated enterprises. It is argued that an effective model of state support should be multi-level, combining economic, institutional, and spatial instruments and considering the differentiation of regions in terms of security risks. It has been established that SMEs are at the core of post-war economic recovery, and establishing a sustainable system of access to real estate is a key condition for maintaining the socio-economic stability of territories and accelerating the country’s reconstruction.
