The article examines theoretical, legal, organizational, and managerial aspects of state regulation of information security under digital, cyber, and hybrid threats. The essence of the categories “state regulation” and “information security” is analyzed, and their content and interrelation within the public administration system are determined. The features of digital, cyber, and hybrid threats as key factors transforming the modern information environment are revealed. The regulatory and legal framework for ensuring information security in Ukraine is studied, and the institutional mechanism for implementing state policy in this field is characterized. The main problems in the functioning of the information security system are identified, and directions for improving state regulation are substantiated, taking into account international experience and contemporary challenges of digitalization. As a result of the study, it was established that information security in modern conditions is one of the key elements of ensuring the national security of the state. It was determined that the digitalization of society contributes not only to the development of information technologies, but also creates new risks associated with the spread of digital, cyber and hybrid threats. It is proven that effective state regulation of information security should be based on a complex combination of regulatory, organizational, institutional and technological mechanisms. The development of interagency cooperation and the adaptation of international practices to national conditions are of particular importance. The prospects for further scientific research include studying the mechanisms of applying artificial intelligence technologies in the information security system, developing models for predicting information risks, and improving public administration mechanisms in the context of digital transformation.
