This article provides a rationale for the state policy on ensuring the quality of healthcare services in Ukraine by systematizing the regulatory and legal instruments of public administration, elucidating the substance of key healthcare reforms, and defining the role of healthcare facility staff development under martial law. Research methodology. The methodological framework consists of systemic, institutional, structural-functional, and regulatory-analytical approaches. Their application made it possible to consider the quality of medical care as the result of the interaction between legislative guarantees, the medical guarantees program, contracting with the National Health Service of Ukraine (NSZU), the autonomization of institutions, the formation of a capable network, digitalization, the standardization of clinical practice, and the continuous professional development of personnel. Research Results. Regulatory and legal acts defining the policy on the quality of medical services in Ukraine have been systematized, and it has been demonstrated that healthcare reforms are gradually shifting the focus from maintaining the network to paying for effective, accessible, and controllable services. It has been demonstrated that in wartime conditions, the quality of medical care depends not only on funding and logistical support but also on the staff’s ability to follow updated patient pathways and to master protocols for trauma care, rehabilitation, psychological care, emergency care, and digital interaction. It is emphasized that continuous professional development, certification, electronic professional portfolios, and managerial planning of staff training are becoming key tools for ensuring the quality of medical services. Scientific novelty. The study deepens the understanding of state policy on the quality of healthcare services as an integrated system in which regulatory mechanisms are combined with financing reform, hospital transformation, digital oversight, workforce stability, and the development of managerial capacity. Practical significance. The proposed provisions can be used by public authorities, healthcare facility administrators, and educational providers to improve internal quality systems, plan staff training, and ensure continuity of medical care amid military risks.
