Some problem issues in the organization of the National Police aktivities within the framework of the “Educational Security Service” project

One of the main provisions set out in the scientific study is the conclusion that ensuring security during the educational process in general secondary education institutions (GSEI) is an essential component of the security sphere of modern society as a whole and according to the assessment provided by the Cabinet of Ministers of Ukraine, is characterized by “a low level of security of educational institutions and the organization of a safe educational environment in Ukraine” [1]. In this regard, there is an urgent need for the state to take adequate measures to ensure the proper state of security in GSEI. We are talking about involving the law enforcement agencies that are most prepared to carry out such measures in the security process in educational institutions and, first of all, the National Police of Ukraine (NPU), from which the state leadership expects to carry out the necessary organizational measures aimed at creating the appropriate police units – units of the Educational Security Service (ESS). The paper also substantiates the provisions on the functioning of the ESS police service, the main result of which is to ensure an adequate level of security during the educational process in schools, to implement preventive measures against the commission of offenses by subjects – participants in the educational process, to properly organize not only preventive measures, but also measures of direct response to situations related to the requirements stipulated by the legal regime of martial law, to protect participants in the educational process from the consequences of the armed aggression of the Russian Federation against Ukraine. The purpose of the article is precisely to consider problematic issues in the organization of the activities of the ESS police service within the framework of the implementation of a pilot project on strengthening the security of the educational environment in GSEI under the legal regime of martial law, namely: the interaction of the ESS service with other law enforcement agencies, the administration and teaching staff of GSEI, parents, state authorities, local governments, the public; participation of the ESS police inspector in the work of the commission for considering cases of bullying (harassment); solving security issues in the educational environment in regions where the “ ESS” project has not yet been implemented, as well as in the GSEI, for which an ESS inspector has not been assigned; determining by the NPU leadership and awareness by the ESS inspector of his further destination after the end of the ESS pilot project, etc. All these problematic issues should, in our opinion, have attracted the attention of the NPU leadership at the stage of preparation and discussion of the “ESS” project and be reflected in the regulatory and legal documents regulating the said project. However, as it turned out d19uring the practical implementation of the project, the above issues were not fully considered and currently require an operational and considered solution.
