The global risk landscape is in a state of constant transformation, with modern geopolitical events-most notably the full-scale military invasion of Ukraine-acting as powerful destabilizers that fundamentally reshape the hierarchy and perception of strategic threats. The oil and gas industry, as a cornerstone of energy security and a critical infrastructure component, is particularly vulnerable under such conditions. This article is devoted to the theoretical substantiation of organizational and economic mechanisms for integrating proactive risk management into the integrated planning systems of oil and gas companies. The study employs a systems approach to distinguish between “risk management” as a comprehensive system and «risk control» as a dynamic process. The author has adapted unified risk management stages (identification, assessment, response, and monitoring) to the specific operational conditions of the oil and gas sector. The key scientific contribution lies in implementing a risk-oriented factor filtration mechanism at the initial stages of planning downhole operations, including drilling, workover, hydraulic fracturing, and coiled tubing. The paper categorizes seven primary groups of critical risks: land-related, procedural, construction implementation, infrastructural, geological, technological, and supply chain risks. A practical toolkit has been developed, including a risk assessment matrix based on probability and impact criteria, as well as a criteria-based approach for ranking risks by potential project implementation delays. Risk response strategies-avoidance, mitigation, transfer, and acceptance-are defined, allowing risk management to be transformed into a proactive tool for business process optimization. The proposed approach ensures the realism of integrated planning, minimizes production downtime of critical resources, and enhances the financial and economic stability of companies in conditions of high uncertainty.
