The article is devoted to the issues of transforming the public administration system of Ukraine and identifying regional aspects of implementing innovative management decisions in the process of transitioning to a service-oriented governance model. The relevance of the research topic is confirmed by the need to strengthen regional governance and introduce modern, innovative tools, which require new approaches to organizing the activities of public administration bodies. The study aims to determine the features of the transformation of the public administration system in Ukraine and to substantiate the transition to a service-oriented governance model at the regional level through innovative management decisions. To achieve the stated goal, the article examines modern processes in the public administration system driven by digitalization, the decentralization of power, the administrative-territorial reform, and European integration guidelines. The transfer of managerial powers to the regional level, the formation of capable territorial communities, the expansion of financial autonomy, and the introduction of strategic planning for territorial development are identified as key changes in the public administration system under decentralization. The need to transition from an administrative-command to a service-oriented model of public administration is substantiated, which would improve the quality of public services, the efficient use of resources, the development of partnership relations, and the involvement of the public in decision-making processes. The main problems of transition to a service-oriented model of public administration at the regional level are identified, including fragmentation of digitalization, insufficient institutional capacity of territorial communities, weak development of cross-sectoral partnerships, low level of public participation, limited financial resources, and resistance to managerial changes. These problems hinder the implementation of innovative management decisions and reduce the efficiency of public authorities at the regional level. Measures to overcome the identified problems are proposed, including developing a unified digital infrastructure, improving civil servants’ professional competence, forming cross-sectoral partnership mechanisms, activating e-democracy tools, improving strategic planning, and fostering an innovative management culture. Implementation of the proposed measures will increase the efficiency of public administration, improve the quality of public services, and ensure an effective transition to a service-oriented governance model at the regional level.
