Project management in the development of land resources of rural areas: social aspect of research

The article substantiates the theoretical, methodological, and applied foundations of socially-oriented project management within the land resource management system of rural communities in Ukraine. The relevance of the study is driven by the need to overcome the technocratic approach to land use and transform it into a human-centric paradigm under the influence of decentralization, post-war recovery, and European integration. The objective of the article is the theoretical substantiation and development of applied socially oriented project management tools for the development of rural land resources under the implementation of the new state policy. As a result of the decomposition of the Operational Action Plan for the implementation of the Strategy for the Development of Agriculture and Rural Areas in Ukraine until 2030 (Cabinet of Ministers of Ukraine Resolution No. 1163-r dated November 15, 2024), three fundamental vectors of intersection between the project approach and social priorities are systematized: the implementation of European standards and inclusiveness, digitalization/transparency, and the socio-demographic recovery of territories. A matrix of socio-economic indicators for evaluating land projects is proposed, which is based on international ESG criteria and translates qualitative parameters of social harmony into measurable metrics, such as the community satisfaction index (using the Likert scale), the level or share of consensus-based decisions, the social employment effect through a focus on local residents, and the environmental safety level. The fundamental focal points of empirical analysis are identified: overcoming behind-the-scenes decision-making, countering the latent displacement of smallholders (land grabbing), restraining depopulation, and utilizing stakeholder management tools for local conflict mediation. It is proven that integrating the social aspect into project management practice ensures sustainable development and protects rural communities from the risks of depopulation.
