The article examines program-targeted instruments for implementing the regional water management development strategy under conditions of decentralization, climate change, military threats, and increasing socio-economic and environmental risks. Emphasis is placed on the necessity of transforming strategic priorities into a clearly structured system of programmed measures that ensure the achievement of sustainable development goals for regional water management. The expediency of using the program-targeted approach as a key regional management tool to coordinate actions among state authorities, local self-government, business entities, and water users is substantiated. The content and directions of programmed measures aimed at the innovative development of water management, increasing the reliability of infrastructure operation, protecting the population’s living environment, developing the recreational and cultural potential of territories, countering global climate change, and minimizing the technogenic load on water resources are revealed. Significant attention is paid to the role of investment mechanisms, public-private partnerships, and cluster structures in ensuring the financial capacity of regional water management development programs. It is proven that the effective implementation of the water management development strategy requires a combination of program-targeted, project-based, and cluster approaches, thereby increasing the adaptability of management decisions to external challenges and ensuring comprehensive socio-economic and environmental outcomes. The practical significance of the results lies in their potential use by public administration bodies in developing regional programs for water management and infrastructure restoration in the post-war period.
