The article examines the peculiarities of the Program and financial support for cross-border cooperation in the Zakarpattia region, an example of the regional implementation of Ukraine’s European integration policy. In the context of intensifying cooperation with European Union countries, cross-border cooperation is seen as a key instrument for the spatial development of border areas, combining economic, social, environmental, and cultural aspects. The focus is on analyzing the resources of the Program for the Development of Cross-Border Cooperation in the Zakarpattia Region for 2021–2027, which provides for the financing of several strategically important areas—infrastructure projects, the development of checkpoints, support for the social sphere, and the implementation of measures through international technical assistance (in particular, NDICI). The structure of funding sources is revealed, including the role of the regional budget, the participation of local communities, competitive project selection mechanisms, and the regulatory framework for co-financing. The specific features of institutional support for the Program have been identified, including the role of structural units of the regional state administration, and the expected results of its implementation have been summarized: increased competitiveness of the region, socio-economic stability, and integration into the European space. Emphasis was placed on the strategic importance of stable multi-level financing as a factor in building trust among international partners and as a tool for strengthening interregional cooperation. Approaches were proposed to improve the mechanisms for managing cross-border initiatives, considering local communities’ needs and requirements for European support programs. Based on the analysis, it was concluded that there is a need to improve the legislative regulation of subsidies further, strengthen local authorities’ institutional capacity, and optimize cross-border project management procedures to ensure transparency, efficiency, and effectiveness in public finances.
