Problems of forming an integrated investment climate in the context of structural transformation of the economy of Ukraine

The article examines the challenges of creating an integrated investment climate in Ukraine in the post-war period and their impact on the economy’s structural transformation and economic security. The integrated investment climate is considered a special property of the investment environment, shaped by the state and creating the prerequisites for a balanced, mutually dependent development of the institutional structure of the economy and the nature of its economic potential. The emphasis is on the fact that the integrated investment climate reflects the synergistic interaction of key components – economic, institutional, political, social, technological, innovative, and environmental – and provides inter-sectoral effects and the redistribution of investment resources through integrated mechanisms that determine the adaptability of the economic system. A set of tasks is identified whose solutions contribute to the formation of an integrated investment climate. It is proven that, due to the war, the proportions and balance among sectors, industries, and spheres of the national economy in Ukraine have been radically disrupted, and a new, unstable, and disintegrated model of economic organization has emerged, posing colossal threats to economic security. Attention is focused on the fact that such problems in the macroeconomic sphere significantly limit investment processes, increasing chaos, inter-sectoral imbalance, and the destructive nature of the economy. Attention is drawn to the fact that a favorable investment climate should address the problems of developing and implementing investment potential, inter-sectoral capital flows, innovative development, strategic stability, and the structural balance of the economy. Solving these problems requires integrating the investment climate, which requires an active role by the state.
