Problems and prospects of rural areas’ development in Ukraine

Abstract

We defined that development of rural areas in Ukraine is one of priorities of the state policy directed to the solution of economic, social, household, environmental and other problems of rural population.

The basic theoretical provisions concerning definition of the rural area are given. Modern problems of rural areas’ development are generalized and defined, namely: lack of the effective program for strategically development of the state and the agrarian sector of the economy; lack of the system and perfect legislative and regulatory base for development of the rural areas; lack of the tax base regulation, which does not allow rural territorial communities to be financially self-sufficient; lack of the resources for safety and reproduction of the village production capacity; high unemployment rate and strengthening of rural population’ migration; considerable reduction of institutions for welfare appointment, total or partial absence of providing medical, household and other services to the population, etc.

Strategic reference points of conditions and actions for rural areas’ development in Ukraine are outlined; regional strategy of rural areas’ development in the Kharkov region is given as an example.
