The article focuses on substantiating theoretical provisions and developing directions for improving the institutional environment for the formation of “green” competitiveness of enterprises, considering the specific features of the development of urban and rural areas. The relevance of the research topic is determined by the intensification of global competition, the strengthening of environmental requirements for business, the need to adapt the national economy to the standards of the European Green Deal, and the necessity of restoring Ukraine’s economy based on sustainable development principles. The essence of the institutional environment for enterprise competitiveness is examined, and its components are identified, including the regulatory and legal framework, state institutions, financial and credit structures, institutions for entrepreneurship development, innovation infrastructure, and informal institutions. The role of the state in shaping institutional conditions for the ecological modernization of the economy and in stimulating enterprises to implement “green” innovations is characterized. The influence of the European Green Deal’s strategic orientations on the transformation of the institutional environment and the emergence of new requirements for enterprise competitiveness is substantiated. It is established that the institutional environment for the formation of “green” competitiveness is spatially differentiated, as evidenced by differences in the conditions for enterprise functioning in urban and rural areas. It is determined that urban areas provide more favorable conditions for the implementation of “green” innovations due to the concentration of infrastructure and financial resources, whereas rural areas require greater institutional and financial support for green transformation processes. The directions for improving the institutional environment are substantiated, and their implementation will help intensify the green transformation of the economy, increase the investment attractiveness of enterprises, and ensure the balanced development of urban and rural areas.
