Organizational and economic mechanism for the strategization of innovation ecosystem development in aviation sector enterprises

This study develops an organizational and economic mechanism for the strategization of innovation ecosystem development in aviation sector enterprises and substantiates its policy instruments by comparing them with international practices supporting aviation innovation ecosystems. The research employs a three-dimensional selection of innovation ecosystem actors based on synergy, adaptability, and evolutionary development indicators, followed by octant classification; comparative structural and functional analysis of international aviation innovation support programs; and the method of analogy to justify the adaptation of specific elements of international experience to the Ukrainian organizational and economic context. The mechanism covers 52 university–air transport enterprise pairs classified according to their empirical octant positions. Its key stakeholders include the government (the relevant ministry and the Innovation Development Fund), universities, aviation enterprises, partner banks, and accelerators. For each group of instruments—financial and economic, human capital and educational, and partnership and infrastructure—the corresponding international benchmark was identified, and the elements most suitable for adaptation to Ukrainian practice were specified. In particular, the proposed mechanism incorporates mandatory private co-financing following the European Clean Aviation model, technology-specific eligibility criteria for preferential support based on the FAA FAST-TECH model, a hybrid corporate accelerator modeled on Airbus Scale, and the integration of regional technology parks into a national support framework following the French and Italian cluster models linked to Clean Aviation through smart specialization strategies. The scientific novelty of the study lies in integrating the results of an empirical three-dimensional assessment of actors within Ukraine’s aviation innovation ecosystem with adapted elements of international experience, differentiated according to the actual octant classification of each university–enterprise pair. The practical contribution consists in developing a detailed set of actions, benchmarked against international practice, for each group of university–enterprise pairs in Ukraine’s aviation sector. Future research should focus on the empirical validation of the proposed quantitative benchmarks following the first two-year implementation cycle of the mechanism after the end of the active phase of hostilities.
