The article scientifically substantiates the procedural approach to transforming municipal governance amid the complex interplay of global challenges, which is critically important for ensuring the resilience of territorial communities in crisis conditions. Based on the analysis of the specifics of the Kharkiv region as a frontline region, it is shown that traditional descriptive analytics are insufficient for an operational response to military, infrastructure, demographic, and digital threats, as they lack formal mechanisms for selecting managerial actions. The scientific novelty of the study lies in the development and implementation of an integrated model of adaptive municipal governance, which is based on three interrelated tools: a decision tree for algorithmizing the choice of an adaptive strategy (from the relocation of services to external administration), a heat map for identifying and prioritizing critical points of threat impact on the areas of responsibility of the community, as well as a canvas of organizational and legal responses. The proposed approach allows the transfer of the management response from the mode of situational improvisation to the plane of clearly defined procedures to be enshrined in local regulatory acts of local self-government bodies. The author’s model provides a complete cause-and-effect chain linking the identified deficits (human, digital, financial) to specific tools for overcoming them, and forecasts the short-, medium-, and long-term effects of strengthening institutional resilience. The practical significance of the results lies in the possibility of using the developed matrices and algorithms to create crisis protocols, recovery plans, and digital security strategies that enable communities to maintain the continuity of public service provision and the legal certainty of management even in conditions of extreme uncertainty.
