Modern mechanisms of attracting foreign investments as the basis of Ukraine’s economic security

The article examines modern mechanisms for attracting foreign investment in the context of ensuring Ukraine’s economic security under wartime and post-war transformations. It is substantiated that foreign investment serves not only as a source of financial resources but also as a key driver of structural modernization, technological upgrading, productivity growth, and integration into global value chains. The dynamics of foreign direct investment (FDI) in Ukraine during 2010–2024 are analyzed, revealing high volatility, cyclical fluctuations, and strong dependence on macroeconomic and security-related risks. It is found that the sharp decline in investment inflows in 2022, followed by a partial recovery in subsequent years, indicates the instability of the investment environment. Special attention is paid to the quality of investment flows. It is identified that a significant share of round tripping investments substantially reduces the effectiveness of investment policy, limits the actual inflow of foreign capital, and distorts the investment structure. The study systematizes modern mechanisms for attracting investment, including financial, institutional, legal, incentive-based, digital, and risk-mitigation instruments. It is argued that in a wartime economy, risk mitigation tools-such as war risk insurance, international guarantee schemes, and blended finance-play a crucial role in restoring investment activity. The impact of foreign investment on key components of economic security, including macroeconomic stability, technological independence, energy security, and resilience of strategic sectors, is assessed. Major institutional barriers to investment attraction include security risks, a weak legal framework, and regulatory complexity. The study substantiates the need for an integrated investment policy that combines investment incentives with risk-management mechanisms to ensure national economic security.
