Methodological principles for assessing the state of inclusive development in the agricultural sector

This article examines the methodological foundations for assessing the state of inclusive development in the agricultural sector amid current socioeconomic transformations and growing disparities in the development of rural areas in Ukraine. It is argued that the inclusive development of the agricultural sector should be viewed as a comprehensive process encompassing the social, economic, environmental, and institutional aspects of rural areas’ functioning, and aimed at ensuring equal access for the population to resources, opportunities, services, and participation in decision-making. It is determined that the uneven development of rural areas, limited access to infrastructure, labor migration, insufficient investment attractiveness, and environmental challenges necessitate a transition to an inclusive model of sustainable development in the agricultural sector. Attention is paid to methodological approaches for assessing the inclusive development of the agricultural sector. The main assessment methods are analyzed, including the Inclusive Development Index, the Human Development Index, SWOT analysis, the expert assessment method, comprehensive scoring, sociological surveys, the indicative approach, and geoinformation mapping. It has been established that each of these methods has its own advantages and limitations and reflects specific aspects of inclusivity, which makes their comprehensive application advisable. It has been demonstrated that the most effective approach is an integrated assessment system that combines quantitative and qualitative analytical tools and considers the social, economic, environmental, and spatial characteristics of agricultural development. The article argues that an effective system for assessing inclusive development must be based on the principles of comprehensiveness, adaptability, data accessibility, and consideration of the interests of various social groups, particularly vulnerable segments of the population. It is determined that the assessment results should be integrated into strategic planning processes for the development of rural areas and used as a tool to improve the effectiveness of management decisions, reduce territorial disparities, and ensure the sustainable development of the agricultural sector. The results of the study can inform the formulation of national and regional policies for rural development, as well as further scientific research on the challenges of inclusive development in the agricultural sector.
