Methodological approach to determining an effective sustainable development strategy for metallurgical enterprises in Ukraine

The relevance of determining sustainable development strategies for metallurgical enterprises is driven by the acute need to maintain economic resilience and competitiveness in conjunction with environmental safety and social responsibility, particularly under crisis conditions. Significant challenges posed by military actions, the destruction of logistics chains, market instability, and shortages of qualified personnel necessitate the formation of a comprehensive planning approach. The article aims to develop a methodological approach for determining an effective, sustainable development strategy for metallurgical enterprises in Ukraine, considering the economic, social, and environmental development level and the degree of impact and manageability of external ecological factors under crisis conditions. A range of quantitative and qualitative methods was employed in this study. An additive convolution of principal components was used to evaluate the integrated indicator of sustainable development, making it possible to aggregate various variables characterizing enterprises’ economic, social, and environmental development. The fuzzy sets methodology and cluster analysis were applied to assess the impact of external environmental factors and the possibility of managing them. This enabled a quantitative representation of both critically destabilizing and stimulating factors. Using cluster analysis, enterprises were grouped according to their level of sustainable development. With the help of decision trees, each cluster’s corresponding sustainable development strategies were formulated, allowing enterprises to construct an individual transformation trajectory that considers the influence of external environmental factors. The proposed methodological approach to determining an effective, sustainable development strategy for metallurgical enterprises under wartime conditions provides tools for coordinating actions at the economic, environmental, and social levels, considering the current situation and the influence of the external environment.
