Mechanisms of state regulation of abandoned housing in the system of housing policy implementation

The article provides a scientific justification for the mechanisms of state regulation of abandoned housing within the system of housing policy implementation in Ukraine. The relevance of the study is determined by growing housing needs amid war, internal displacement, and the destruction of the housing stock, as well as the need for the effective use of housing resources within territorial communities. It is argued that abandoned housing cannot be reduced only to ownerless property or escheated inheritance, since it has a complex legal, social, technical, and managerial nature. The article defines abandoned housing as a residential object that is not used for its intended purpose, remains outside the active management of the owner or legal user, has signs of legal, physical, functional, or managerial uncertainty, and requires clarification of its legal status, technical condition, and further mode of use. The methodology combines systemic, legal, comparative, institutional, and structural-functional approaches. The paper identifies related legal regimes: ownerless immovable property, escheated inheritance, social housing, temporary housing, housing damaged or destroyed, and communal property of territorial communities. The main regulatory mechanisms are systematized: legal, institutional, information-register, financial-economic, social, recovery-infrastructure, and supervisory control. The scientific novelty lies in developing a managerial logic for incorporating suitable abandoned housing into the housing stock of a territorial community, if property rights are protected, procedures are transparent, technical assessments are carried out, and the social purpose of housing use is ensured. The practical significance of the results is determined by their application in local programs to identify, register, restore, and use abandoned housing as an additional resource for providing housing to internally displaced persons, people who have lost their homes because of war, and other socially vulnerable groups.
