The article examines the mechanisms of public management of corporate culture development in the system of territorial communities in the context of decentralization and modern socio-economic transformations. It is argued that corporate culture is an essential intangible resource for improving the effectiveness of local self-government bodies, the quality of management decisions, and public trust in public authorities. It has been proven that the development of corporate culture in territorial communities is systematic and implemented through a set of organizational, regulatory, personnel, motivational, and communication mechanisms. Attention is focused on the multi-level nature of these mechanisms, which operate at the strategic, tactical, and operational levels of management. The strategic level defines the values, mission, and vision for community development; the tactical level covers programs, internal policies, performance standards, and management procedures; the operational level manifests itself in everyday management practices, staff behavior patterns, and public interaction. It has been established that the effectiveness of public management mechanisms for corporate culture development depends on their consistency with each other, actual compliance with declared norms, and the active role of community leadership in shaping staff value orientations. The proposed systematization of mechanisms for public management of corporate culture development can serve as a methodological basis for improving management practices, fostering a culture of responsibility, partnership, and effectiveness, and enhancing the quality of interaction among local self-government bodies, citizens, and other stakeholders at the regional level. It is argued that the corporate culture of territorial communities extends beyond an internal organizational phenomenon and becomes a strategic factor in increasing institutional capacity, adaptability, and the sustainable development of territories.
