The article substantiates the theoretical and methodological foundations of information and communication support for local self-government bodies in the context of decentralization, digital transformation, and the restoration of territorial communities after war damage. It reveals the content and functions of information and communication processes in the public administration system. It clarifies their role in ensuring openness, accountability, citizen participation, and improving the quality of municipal services. The advantages of using information and communication technologies for local authorities and members of the territorial community are systematized, and the key problems of modern practice (fragmentary updating of web resources, weak feedback, insufficient publicity of reporting) are highlighted. The author’s vision of information and communication support mechanisms is proposed, which includes technological, organizational and managerial, social and communication, regulatory and protective, and educational and motivational tools, as well as an integrated mechanism consisting of five blocks: information and analytical, interactive and communicative, organizational and legal, regulatory and protective, and educational and motivational. It is shown that e-government evolution can unfold along conservative or transformational scenarios, the latter involving the active introduction of innovative digital technologies (Big Data, cloud infrastructure, Blockchain, Mobile ID, etc.). The practical significance of the results lies in the potential to use the proposed approaches to develop community communication strategies, optimize information flows, and increase citizen participation in decision-making. It has been shown that the promising development of e-government at the local level is associated with the transition from a conservative, inertial model to a transformational approach based on the principles of “digital by default,” “single entry of information,” and technological compatibility, the implementation of which requires updating the organizational culture of local self-government bodies, forming sustainable channels of interaction with the public, and integrating electronic services into everyday management practices.
