The article examines the transformation of mechanisms for providing administrative services in Ukraine in the context of decentralization of power, digital transformation, and martial law. It is argued that the decentralization reform has changed the configuration of public administration, strengthening the role of local self-government bodies and the network of administrative service centers as the basic infrastructure of a service state. It is shown that Russia’s full-scale aggression has significantly complicated the functioning of the service delivery system due to the destruction of infrastructure, migration processes, restrictions on access to registries, threats to cybersecurity, and energy crises, but at the same time has highlighted the need for sustainable, flexible, and digitally oriented mechanisms for serving the population. It is determined that the mechanisms for providing administrative services act as an integrated system of legal, organizational, managerial, financial and economic, information and communication, and human resources tools that ensure the implementation of public authority powers in the form of services. The impact of decentralization on the redistribution of competences between central authorities and communities is revealed, and the features of the “front office – back office” model and the digital transformation of ASCs in the context of the “state in a smartphone” concept are outlined. Key contemporary challenges to the development of mechanisms for the provision of administrative services are identified: institutional asymmetry and uneven capacity of communities, fragmentation of regulatory control during wartime, digital inequality, cyber threats, staff shortages, and the “institutional gap” between the speed of implementation of digital solutions and the adaptation of organizational structures. Strategic directions for improving mechanisms are substantiated: strengthening multi-level governance and inter-municipal coordination, transitioning to a codified regulatory model, an inclusive digital transformation grounded in cybersecurity, developing service-oriented human resources, and integrating tools for citizen participation into the management decision-making cycle.
