Mechanisms for optimizing the use of resource potential

The article provides a comprehensive study of mechanisms to optimize enterprises’ resource potential amid global transformations and the specific challenges of 2024. The author substantiates the transition from a static understanding of resources to a view of resource potential as a complex, adaptive, and hierarchical system that integrates material-technical, financial, human, information-digital, organizational-legal, and natural-ecological components. It is determined that, under the conditions of martial law and asset limitations in Ukraine, the strategic survival of a business depends directly on management’s ability to identify hidden reserves and mobilize them through innovative approaches. Special attention is paid in the work to economic-mathematical modeling as a foundation for making informed management decisions. The application of target function maximization models for income under rigid resource constraints is described, along with the use of multicriteria optimization, genetic algorithms, and simulation modeling. It has been proven that digitalization acts as a catalyst for optimization, as the implementation of artificial intelligence, Big Data, and blockchain technologies enables a transformation of management from reactive to proactive. Using the agricultural sector as an example, the efficiency of precision farming and energy efficiency standards (ISO 14001) is demonstrated, resulting in a 15–20% reduction in costs. The role of human capital as an active element of potential is investigated. An integrated motivation system is proposed that combines economic incentives with psychological support and a safety culture, which is critical in the context of personnel shortages and migration processes. A step-by-step algorithm for implementing optimization mechanisms is formulated — from diagnostics using the Harrington scale to strategic planning of the “TO BE” state and financial verification. The author concludes that the synergy of mathematical precision, digital tools (including platforms such as “Diia”), and organizational mobility is the key to sustainable development and to enterprises’ long-term competitiveness. Perspectives for further research include implementing circular economy principles and strengthening the cybersecurity of digital assets.
