Management of the quality assurance system in higher education in Ukraine during the period of digital transformation and martial law

The article examines the management of internal quality assurance systems in Ukrainian higher education amid the digital transformation and wartime disruptions. The study argues that the contemporary understanding of educational quality extends beyond compliance with formal standards and is increasingly viewed as an integrated outcome of strategic, tactical, and operational management practices. The article reviews key international and national frameworks, including the ESG (2015), Ukrainian legislation, and analytical reports by the National Agency for Higher Education Quality Assurance (NAQA). It is shown that digital transformation reshapes the logic of quality management by strengthening the role of data analytics, digital platforms, automated monitoring procedures, and evidence-based decision-making. At the same time, digitalisation introduces new risks, including digital inequality, cybersecurity threats, and evolving forms of academic misconduct. The wartime context imposes additional challenges, including the relocation of universities, instability in educational infrastructure, psychological burdens on students and staff, and unequal access to technological resources. Based on the analysis, the article proposes a conceptual model of internal quality management that relies on the PDCA cycle, risk-oriented management, and digital tools. Practical recommendations are offered for university leadership, quality assurance units, academic staff, governmental bodies, and NAQA to strengthen internal quality assurance systems amid ongoing crises. The conceptual model of management for the internal quality assurance system proposed in the study integrates strategic, tactical, and operational levels of management within the PDCA cycle, incorporating risk-based approaches and digital tools. This model emphasizes the importance of harmonizing regulatory requirements with real practices of educational management, the need to prioritize psychosocial support for participants in the educational process, and the formation of a culture of quality as a university value. Practical recommendations for different levels of management (HEI management, quality centers, educational programs, teachers, state bodies, and the National Agency for Higher Education and Science) can serve as a basis for improving existing systems and for formulating new strategic decisions.
