The article emphasizes the need for a comprehensive study of regional aspects and a systematic generalization of critical measures for developing entrepreneurship under martial law. The generalized results of the analysis of the state of development of small and medium-sized enterprises in the example of the Poltava region are demonstrated. In the period 2020-2024 in the studied region, the number of business entities was not stable: the growth was 0.2%, the quantitative increase in individual entrepreneurs was 2.3 %, and the economic benefits achieved by medium-sized enterprises were noted. The obstacles to the effective implementation of entrepreneurial activity are described. Significant economic and social functions that accompany the development of small and medium-sized enterprises are deciphered. The key measures for developing small and medium-sized enterprises at the regional level are systematized. The tools for implementing critical measures in 2023-2024 in “Industry, Small and Medium Business” are generalized. The composition and target orientation of the Comprehensive Program for Supporting Internally Displaced Persons in Poltava Region are considered. The conclusions focus on the possible reasons for slowing down the development of small and medium-sized enterprises: difficulty in predicting security and socio-economic circumstances in the country; changes in the current regulatory and legal rules of the entrepreneurial business game; migration processes; shortcomings in attracting and using financial resources by small and medium-sized enterprises; increased risk of corruption offenses under martial law; problematic aspects of internally displaced persons, etc. Promising areas for further research on the stated topic are building effective mechanisms for administering financial support for entrepreneurship under martial law, transparency of financing the development of entrepreneurial structures, and formation of a barrier-free space for the development of small and medium-sized enterprises. The public can use the article’s results to assess the level of implementation of regional entrepreneurship development programs.
