The article is devoted to the study of the investment and social mechanisms for the development of the housing provision system for the population of Ukraine, which combines economic levers and social instruments aimed at restoring the housing stock, improving the welfare of the population, and forming the foundations for the long-term development of the state. It has been established that, in wartime conditions, this mechanism serves a stabilizing function, providing housing for all vulnerable categories of the population. Its role in the post-war period is transformed into a stimulating one, and it becomes the basis for economic recovery, expanding the investment potential of the construction industry and restoring social infrastructure. It has been determined that, in modern conditions, the development of the housing provision system for Ukrainians requires the formation and effective implementation of an investment and social mechanism aimed at both restoring the destroyed housing stock and qualitatively transforming the system. In this case, the priority should be on the social component, namely providing housing to socially vulnerable categories of the country’s population in accordance with affordable housing programs, preferential lending, and social rent. It is emphasized that housing restoration should be based on sustainable development, energy efficiency, and inclusiveness, and that this should be complemented by the construction of energy-efficient, affordable housing, the integration of social infrastructure (schools, hospitals), and the creation of safe spaces (shelters).
As for the investment component, the main objective is to create a favorable investment climate by reducing risk (e.g., insurance against housing destruction), offering fiscal incentives, and providing state guarantees. Critically crucial for transparency and the prevention of corruption are the digitalization of damage accounting processes, the distribution of funds, and the monitoring of construction. It is proven that a partnership among the state, business, and civil society, with effective decentralization and strengthened local government roles, is the key to the successful implementation of the investment and social mechanism. Thanks to this approach, it is possible not only to restore what was lost but also to build a modern, sustainable, socially oriented housing provision system that will become the basis for the country’s post-war recovery and development.
