International experience of school education management and possibilities of its adaptation in Ukraine

The article provides a comprehensive analysis of the international experience of school education management and substantiates the possibilities of its adaptation to Ukrainian conditions in the context of modern educational reforms and processes of public administration decentralization. It has been proven that the effectiveness of the school education system is largely determined not only by resource provision but also by the quality of management decisions, the institutional capacity of management entities, and the balance between autonomy and accountability of educational institutions. The study summarizes theoretical approaches to school education management and analyzes the main management models formed in international practice, in particular state-coordination, decentralized-public, institutional-partnership, transformational, and regulatory-oriented. Their key characteristics, management tools, advantages, and limitations, as they relate to the quality and effectiveness of school education, are revealed. It is substantiated that the most promising for Ukraine are the institutional-partner and transformational models of school education management, the adaptation of which corresponds to the logic of local government reforms and European integration processes. At the same time, the feasibility of selectively using individual elements of the state-coordination and regulatory models as tools to ensure stability and basic standards of educational quality is proven. It is concluded that the adaptation of international experience in school education management in Ukraine should be carried out with contextual relevance, phased implementation, and a combination of management models, considering institutional, personnel, and financial constraints. The practical significance of the results lies in their potential use in the formulation of state educational policy and the improvement of management mechanisms in general secondary education.
