Integrated water resources management is a crucial approach for ensuring the sustainable development of the agricultural sector, particularly in regions with risky farming conditions. Climate change, uneven precipitation distribution, and water scarcity create significant challenges for agricultural production, necessitating improvements in water management practices. This study analyzes modern approaches to water resource management, including automated irrigation systems, satellite-based soil moisture monitoring, and digital technologies to optimize water consumption. The research examines international experience in water management and the potential for its adaptation in Ukraine. A set of measures is proposed to introduce economic incentives, differentiated tariffs, financial support mechanisms, and improved state regulation. The use of these approaches will help reduce water losses, increase efficiency, and ensure food security. Attention is paid to the legal framework of water management and the need to implement innovative financial instruments. Sustainable water-use policies can enhance the competitiveness of the agricultural sector and reduce production risks. Advanced irrigation technologies, such as precision agriculture and smart irrigation systems, can help optimize water distribution. The study also highlights the importance of integrating digital monitoring tools into the water resource management system. Economic instruments, such as subsidies for water-saving technologies and progressive tariff systems, play a vital role in encouraging sustainable water use. In many developed countries, financial support for businesses implementing eco-friendly water management solutions has significantly improved water conservation. The study emphasizes the importance of international cooperation in sharing best practices for water resource management. Countries like Israel and the Netherlands have successfully implemented advanced water recycling systems, which can serve as models for Ukraine. Effective water resource management requires a combination of regulatory, technological, and economic measures. The introduction of water-efficient farming practices can significantly enhance agricultural productivity while preserving natural water reserves. The study identifies the need for comprehensive monitoring and control mechanisms to prevent water overuse and ensure equitable distribution.
