Instruments for regulating the agricultural market under food security challenges

The article examines the instruments of agricultural market regulation under the intensification of food-related challenges caused by wartime risks, global economic instability, climate change, and the transformation of logistics chains. It is substantiated that the modern system of state regulation in the agricultural sector should be developed with due consideration of the need to ensure food security, stabilize producers’ incomes, and enhance market resilience to external shocks. The purpose of the study is to substantiate the theoretical and methodological foundations and to develop practical approaches to forming an effective system of instruments for regulating the agricultural market in the context of food challenges, considering the transformation of the economic environment and a comparative analysis of the experience of Ukraine and the European Union. The methodological framework is based on systemic, comparative, and structural-functional approaches, which enabled a comprehensive assessment of the effectiveness of different groups of regulatory instruments. During the study, a classification of agricultural market regulation instruments by mechanism of influence was carried out, distinguishing among economic, administrative, market-based, and innovative instruments. It was found that economic instruments (subsidies, grants, and price regulation) ensure a rapid stabilizing effect; however, they are constrained by budgetary limitations and the risk of distorting market signals. Administrative instruments (quotas, licensing, and export restrictions) are effective in the short term, particularly under crisis conditions, but their overuse may hinder market development and reduce the sector’s investment attractiveness. It has been proven that market-based instruments, including agricultural receipts, insurance mechanisms, and exchange-based tools, contribute to increasing the efficiency of the agricultural sector, fostering the development of financial infrastructure, and reducing dependence on direct state intervention. Attention is paid to innovative instruments based on digital technologies, forecasting models, and scenario analysis. It is argued that their implementation enables a transition to a proactive, data-driven regulatory model, which is critically important in conditions of high uncertainty. A comparative analysis of Ukraine and the European Union has shown that the EU has developed a comprehensive regulatory model dominated by market-based and innovative mechanisms, whereas in Ukraine, economic and administrative instruments still prevail. It has been established that contemporary challenges necessitate a gradual transition to a mixed regulatory model that ensures synergy between stabilizing, market-based, and innovative instruments. The scientific novelty of the study lies in substantiating a comprehensive approach to the formation of a system of agricultural market regulation instruments, grounded in their functional interaction and adaptation to food-related challenges. Therefore, effective regulation of the agricultural market under such conditions should be grounded in the principles of comprehensiveness, flexibility, and adaptability, which implies integrating economic, administrative, market-based, and innovative instruments, considering the specifics of the national market and the dynamics of the global environment.
