This article substantiates the fundamental and transformative role of innovative digital transformation as a dominant factor in modernizing the resource base of economic systems within the context of the Fourth and Fifth Industrial Revolutions. It is demonstrated that traditional management models, which have historically focused on the extensive use of physical and tangible assets, are rapidly exhausting their potential, giving way to a new paradigm of dynamic capabilities. Within the framework of the Resource-Based View (RBV), the research argues that digital readiness serves as a critical mediator, enabling organizations to transform static resources into agile, strategic tools for value creation amid extreme market uncertainty. The study reveals the specific structural evolution of key foundational elements: physical assets are being reconfigured into “smart” interconnected systems and digital twins, financial resources are transitioning into sophisticated digital and tokenized assets, and human capital is emerging as the primary strategic enabler. Particular attention is paid to the conceptualization of Responsible Dynamic Digital Change Agents (RDDCA), who are defined by their ability to combine advanced technical proficiency with ethical leadership and socio-technical adaptability. The article further examines the profound sectoral impact of Artificial Intelligence and Big Data on the energy and industrial landscapes, where digitalization facilitates a “twin transition” model—effectively harmonizing rapid technological progress with long-term environmental sustainability goals. Furthermore, the research provides a comprehensive analysis of systemic risks, including cybersecurity vulnerabilities and algorithmic bias, while proposing the Paradox-based Responsible AI Governance (PRAIG) model as a mitigation strategy. Strategic priorities for Ukraine’s post-war recovery emphasize integrating the national economy into global digital value chains by adopting European Union standards and developing robust digital infrastructure.
