The work aims to form a system of innovative development of maritime industry enterprises using information and communication technologies. The purpose of the study provided for the following methodological apparatus: observation to study the state of the naval industry and innovative development; comparison to determine the trend of indicators of marine industry enterprises and innovation costs; induction and deduction to establish a connection between different elements of the research object from top to bottom and vice versa; bibliographic to study and develop a connection between aspects of innovative development of maritime industry enterprises. Despite the insignificant impact on cargo and passenger turnover (about 1% of the total turnover), maritime industry companies handle cargo that other modes of transport cannot always transport. A significant level of depreciation of fixed assets, sometimes reaching 90% and above, indicates the need to change existing approaches to new ones based on innovation. The existing regulatory framework is imperfect, the doctrine and strategy for developing the maritime industry have been approved, but they are more declarative, without considering the innovation component. The too-low level of innovatively active enterprises (4%) does not fully reveal the potential of the maritime industry. At the same time, foreign companies are implementing processes of automation, robotics, artificial intelligence, the Internet of Things, sensor technology, etc. in all areas of operation of such companies. In Ukrainian companies, the most excellent attention is focused on methods of communications or information processing (almost 20%), logistics, delivery or distribution (18%), accounting or administrative management (17%), etc. These processes are implemented at infrastructure facilities, cargo handling, inter- and multimodal transportation, customs clearance of cargo and payment of duties, consumption of fuel and energy resources, strengthening of safety and security, and surrounding natural environment. Many companies are implementing high-tech equipment, processes of monitoring loading and unloading and transport works, efficiency and control of cargo safety, etc., by creating integrated systems based on artificial intelligence, the Internet of Things, and blockchain technologies.
