In the tourism sector, which, by its very nature, is highly sensitive to technological change and socio-economic fluctuations, the introduction of innovations has become a critical prerequisite not only for growth but also for survival amid global instability. For Ukraine, the issue of revitalizing and modernizing the tourism industry—which is inherently highly sensitive to technological change and socio-economic fluctuations—is of critical importance, as tourism is a key driver of economic growth, job creation, and the development of a positive international image for the country. The purpose of this article is to substantiate the theoretical foundations (by elucidating the essence of the concept of “innovation”) and to develop practical recommendations for enhancing the competitiveness of Ukraine’s tourism regions. Results. The theoretical content of the concept of “innovativeness of a tourism region’s competitiveness” was examined by focusing on the regional system’s capacity to systematically generate and diffuse multi-level innovations, which differs from traditional resource-oriented approaches. A structural-logical model of the formation of innovative competitiveness has been developed, which, unlike existing models, integrates the processes of acceleration, integration, and commodification of innovations into a single cycle of value creation for a tourism region. The main types of innovation strategies in Ukrainian regions have been identified: management and marketing (Lviv Oblast); technology- and MICE-oriented (Odesa Oblast); and cluster-based and sustainable development (Zakarpattia Oblast), thereby broadening scientific understanding of the variability of innovation development under conditions of limited resources. The conceptual foundations of the regional tourism economy have been developed, particularly regarding the rationale for the transition from the “resource ownership” paradigm to the “innovation capacity” paradigm as the basis for enhancing competitiveness, etc. Sustainable development of the tourism sector in Mykolaiv Oblast is impossible without the active implementation of innovative mechanisms, which should form the basis of the post-conflict recovery strategy: 1. Creation of the regional digital platform “Smart Tourism Mykolaiv.” 2. Formation of the “Mykolaiv – Sailing Capital” cluster based on public-private partnership. 3. Implementation of innovative marketing tools for brand revitalization. 4. Institutional support through the creation of a DMO.
