The article explores the prospects for developing infrastructure projects in the post-war period to ensure sustainable community development. It analyzes the key challenges, opportunities, and potential directions for implementing infrastructure initiatives that will contribute to economic recovery and social stability. The strategic principles for forming a portfolio of future infrastructure projects for the post-war reconstruction of Ukraine’s territorial communities are substantiated. It is shown that the unevenness of destruction, the shortage of budgetary resources, the need for rapid restoration of the housing stock, and the integration of internally displaced persons necessitate differentiated planning at the community and regional levels. The opportunities opened by international financial and technical support (loans, grants, technical assistance), public-private partnership instruments, and innovative solutions in construction are summarized, including modular technologies, energy-efficient materials, BIM modeling, and digital housing stock management systems. It is argued that reconstruction should be based on the principles of sustainable development, including decarbonization, development of renewable energy sources, green design standards, circular waste management practices, and climate resilience of facilities. A scenario planning framework for rear and de-occupied communities has been proposed, combining an assessment of security risks, demographic trends, local financial capacity, and labor market potential. A multi-channel financing model (international financial institutions, budget programs, PPPs, green bonds, blended finance instruments, crowdfunding) is justified, which reduces fiscal pressure and accelerates project implementation. The need for transparent selection and prioritization procedures, the introduction of monitoring and performance evaluation systems (KPIs for quality of life, service accessibility, job creation, energy efficiency), as well as institutional strengthening of community management capacities, is emphasized. The practical outcome of the article is the development of a comprehensive infrastructure reconstruction policy that aligns the interests of the state, local self-government, businesses, and donors, ensuring sustainable recovery, improved quality of life, and long-term competitiveness of communities.
