The provisions for reviewing

The editorial board of the journal «Actual problems of innovation economy and law» is guided by international standards of ethics for scientific publications, in particular the COPE Code of Conduct. To ensure high quality of materials, all manuscripts undergo a two-level review: independent peer review and evaluation by the editorial board based on objectivity.

We reserve the right to literary editing, while maintaining the authenticity of the author’s opinion (substantive changes are made exclusively with the consent of the author). The editorial board reserves the right to reject materials that do not meet the profile of the publication. Please note that the responsibility for the accuracy of facts and citations lies with the authors; their views may not coincide with the position of the editorial board.

Articles submitted to the scientific journal «Actual problems of innovation economy and law» undergo internal, anonymous review by both the reviewer and the author to improve the quality of the articles published in the journal. Double “blind” review ensures the objectivity and impartiality of the expert assessment provided.

Reviewers are members of the editorial board and invited experts with relevant work in the subject area.

During the review process, experts assess the manuscript comprehensively against a few key criteria. In particular, the correspondence of the chosen topic to the publication’s scientific profile, its relevance, and its practical significance for the industry are analyzed. Special attention is paid to the logic and persuasiveness of scientific argumentation, methodological correctness of the presentation of results, as well as the correspondence of the content of the article to its title, annotation, and keywords.

Reviewers assess the degree of achievement of the set goals and the completeness of the conclusions, which should clearly illustrate the study’s results. Important aspects include the availability of recommendations for further research, the quality and appropriateness of the cited sources (at least 8), and the author’s compliance with the language standards and technical requirements of the Instructions for Authors.

Articles that fully meet the established requirements for articles submitted to the all-Ukrainian scientific journal «Actual problems of innovation economy and law» are accepted for review. Only those articles that are valuable from a scientific point of view and contribute to solving current problems and tasks are accepted for publication. Articles are not accepted by the editorial board in cases of: complete or partial lack of contact information; non-compliance of the article design with the established requirements; lack of review by a Doctor of Sciences; lack of UDC; insufficient volume of the article or annotation; insufficient number of literary sources.

For all scientific articles submitted for review, the level of uniqueness of the author’s text is determined using appropriate software (Plag program), which shows the article’s uniqueness, the sources used, and partial text coincidences.

By submitting a manuscript to the editorial office of the journal, authors entrust the editors with the results of their scientific work and creative efforts, on which their reputation and career may depend. Disclosure of the confidentiality of the manuscript review violates the author’s rights. Editors do not disclose information regarding the manuscript (including information about its receipt, content, review process, critical comments of reviewers, and conclusion) to anyone except the authors and reviewers themselves. Violation of confidentiality is possible only in cases involving a statement of the unreliability or falsification of materials; in all other cases, its preservation is mandatory.

Responsibility for violation of copyright and non-compliance with existing standards in the materials of the article lies with the author of the article. Responsibility for the reliability of the facts and data provided, the validity of the conclusions and recommendations made, and the scientific and practical level of the article lies with the author and reviewer.

The decision to publish is made by the editorial board. Editorial changes may be made to the materials without the consent of the author(s). Manuscripts rejected by the editorial board are not returned to the authors and are not reviewed.

The process of reviewing manuscripts in the journal begins with a preliminary review stage, which lasts up to 14 days and involves a thorough check of the article for compliance with the thematic profile, adherence to design, requirements, and adherence to the principles of academic integrity through a plagiarism check. The next step is an independent review, which takes 2 to 4 weeks and consists of a professional assessment of the material by leading experts. After this, the editorial board decides whether to accept the article, send it for revision (with the possibility of re-review), or reject it. If corrections are necessary, the author submits a corrected version of the manuscript along with responses to comments, and the final verdict on the publication of the material in the issue is made by the editor-in-chief.

The appeal and final preparation policy provides for the author’s right to appeal the editorial decision by filing an appeal within 5 working days, after which the manuscript is transferred for independent review to a member of the editorial board who has not previously been involved in the evaluation of this work. All articles accepted for publication undergo editorial review; however, the editorial board reserves the right to refuse publication at the final stage if the author has made improper revisions or significant changes to the text without approval and repeated review. The decision to accept the publication for publication is made by the editorial board of the journal based on the review results.

Position about the ethics of scientific publications in a scientific journal «Actual problems of innovative economy and law»

The editorial board of the scientific journal «Actual problems of innovation economy and law» is guided by the recommendations of the Committee on Publication Ethics (COPE) in its work and regularly updates its policies to reflect current COPE guidelines. Compliance with the ethical rules of scientific publications by all participants in the publishing process helps ensure authors’ intellectual property rights, improve publication quality, and prevent unauthorized use of authors’ materials in the interests of individuals. In turn, the journal’s editorial board encourages and motivates authors to adhere to the appropriate formal and ethical requirements for the preparation and publication of articles submitted to the journal.

Ethical obligations of the editorial board of the journal

  1. The editorial board, headed by the editor-in-chief, is responsible for the publication.
  2. All materials submitted for publication undergo careful selection and internal anonymous review by the editorial board.
  3. The editorial board, with justification of its decision, reserves the right to reject the article or return it to the author (authors) for revision.
  4. The editorial board objectively and impartially reviews all manuscripts submitted for publication, evaluating each article appropriately, regardless of the race, religion, nationality, or the position or place of work of the author (authors).
  5. The editorial board is obliged to make fair and impartial decisions and ensure a transparent review process.
  6. The editorial board may reject a manuscript without review if it has concluded that the work does not meet the profile of the journal.
  7. The editorial board of the journal opposes falsification, plagiarism, simultaneous submission by the author of one work to several journals, multiple copying of the content of the article in different works, and misleading the public about the real contribution of the author (authors) to the publication.
  8. The editorial board has the right to withdraw a published article, provided that it violates copyright or generally accepted standards of scientific ethics. The editorial board shall notify both the author who submitted the article and the organization where the work was performed of the withdrawal of the article.
  9. The editor-in-chief and members of the editorial board shall not provide other persons with information related to the content of the manuscript under consideration, except for persons participating in the professional assessment of this manuscript. After the editor’s positive decision, the article shall be published in the journal and made available on the relevant electronic resources.
  10. In accordance with international legislation regarding compliance with copyright on electronic information resources, materials of the site, electronic journal, or project may not be reproduced in whole or in part in any form (electronic or printed) without the prior written consent of the journal editorial board. When using published materials alongside other documents, a reference to the original source is required.

Ethical obligations of authors

  1. Authors of articles bear full responsibility for the content of articles and for the very fact of their publication.
  2. The author must cite publications that have influenced the essence of the work.
  3. The author must properly indicate the sources of materials used in the work, if these materials were not obtained by the author himself.
  4. It is unacceptable to present plagiarism as an original work and submit for publication a previously published article. In cases of detection of the above facts, the authors of the submitted materials are responsible.
  5. The author who submits the manuscript for publication is responsible for ensuring that only those persons who meet the authorship criteria are included in the list of co-authors and assumes responsibility for the consent of other authors of the article to its publication in the journal.
  6. Authors must inform the editor of any potential conflict of interest that could be affected by the publication of the results contained in this manuscript.
  7. In the event of returning the article for revision, the author is obliged to revise it in accordance with the comments of the reviewers or the editorial board, the editorial board has the right to reject the article.

Ethical obligations of reviewers

  1. In order to improve the quality of scientific articles published in the journal, the editorial board appoints an internal anonymous review for both the reviewer and the author, one of the members of the editorial board of the journal.
  2. All members of the editorial board are reviewers.
  3. Based on the results of the review, the reviewer must provide an objective assessment of the quality of the article and its presentation, as well as determine whether it meets high scientific and literary standards.
  4. The manuscript sent for review is a confidential document.
  5. The reviewer must convincingly substantiate his own conclusions.
  6. The reviewer must draw the editor’s attention to any significant similarity between this manuscript and any other published article or manuscript.
  7. The reviewer must provide a timely response to the manuscript.
  8. The reviewer must not use or disclose unpublished information contained in the submitted manuscript without the consent of the author(s).

Publisher Responsibilities

  1. The publisher supports the editorial board in considering ethical issues and complaints;
  2. The publisher facilitates interaction with other publishers if necessary;
  3. The publisher ensures that changes, corrections, or withdrawals of publications are made;
  4. The publisher adheres to the principle of non-commerciality of the journal.

Requirements to the articles submitted to the scientific journal «Actual problems of innovation economy and law»

Dear colleagues!

We invite scientific and scientific-pedagogical employees, doctoral students, postgraduate students, and applicants for scientific degrees to publish the results of their scientific research in the scientific journal «Actual problems of innovation economy and law» (Media identifier: R30-02018. ISSN 2524-0455).

Articles written in Ukrainian or English that have not been previously published and have not been submitted for publication to other publications (including electronic ones) are accepted for publication.

The length of the article should be 8-15 pages, the structure of which should have the following elements (with indication):

  • statement of the problem in general terms;
  • analysis of recent research and publications;
  • formulation of the objectives of the article;
  • presentation of the main material of the study;
  • conclusions;
  • literature;
  • references;
  • annotations (Ukrainian, English).

The text must be printed in Microsoft Word on an A4 sheet, without page numbering, in the font “Times New Roman”, size 14 pt, line spacing – 1.5, margins – 20 mm on all sides.

UDC is placed in the upper left corner in bold letters and numbers.

Below is the JEL classification.

Information about the author (authors) is placed in the following order through an interval in the center: last name, first name, patronymic, academic degree, academic title of the author (authors), position, department, institution (organization) where the author (authors) works, below in parentheses through a comma city, country. It is mandatory to provide an ORCID ID for all authors.

Below is the name printed in the center in capital letters (bold font).

Below is the main text, font size 14 pt, paragraph – 10 mm, line spacing – 1.5, without text compression or hyphenation, and with alignment.

Tables are separated from the main text above and below by a space. If there are several tables, they are numbered with Arabic numerals (e.g., Table 1) and right-aligned. The table name is placed next to it.

Figures and formulas must be inserted into the text as objects. The image must be black and white. It is necessary to use means of visual distinction for figures and lines that carry different semantic loads in black-and-white images. To set formulas, use only the MS Equation Editor built into Microsoft Office.

In addition, the figures must be saved as separate files in the editor with which they were executed (files with the extension *.хls, *.bmp, *.tif, *.jpg, *.gif). The maximum parameters (actual dimensions) of illustrations and tables are 120×200 mm.

It is not allowed to design tables and illustrations in landscape format.

The cited literary sources must be numbered in the order of their reference in the text. The reference to the source is given in square brackets; the bibliographic description of the literature is drawn up in accordance with DSTU 8302:2015 or APA.

In the bibliographic references, it is mandatory to indicate the DOI for the sources to which it is assigned.

It is prohibited to cite in the text and include in the bibliographic lists those sources that are published in Russian in any country, as well as sources in other languages, if they are published in Russia and Belarus.

Also required references are a translation or transliteration of the literature.

Annotations in Ukrainian and English are placed before the article. The length of the Ukrainian abstract for articles in Ukrainian should be from 700 to 1000 characters, and the English abstract should be at least 1800 characters (without spaces, including keywords). The length of the Ukrainian and English abstract for articles in English should be at least 1800 characters (without spaces, including keywords).

The abstract should disclose: the purpose, research methods, research results, scientific novelty, practical significance, and prospects for further research. Before the text of the abstract, the surname, name, patronymic, academic degree, academic title of the author (authors), position, department, institution (organization) where the author (authors) work are indicated, below in parentheses, through a comma, the city, country, and title of the article in the language of the abstract. Abstracts are separated from each other by an interval, paragraph – 10 mm, italic font, 14 pt size, and width alignment. After each abstract from the paragraph, keywords and/or word combinations are indicated in the amount of 3 to 8.

Further, on a new page, information about the author(s) is provided in the form below, along with a scanned review of the Doctor of Sciences in the relevant field (if none of the authors holds a scientific degree). Pages with information about the author(s) and reviews are not included in the total number of pages. The article file name must contain the surname of the first author in Latin letters.

Articles in English must be accompanied by a Ukrainian translation.

Articles are not accepted by the editorial board in cases of: complete or partial absence of contact information; non-compliance of the article design with the established requirements; absence of a review of the Doctor of Sciences, if it is mandatory; absence of a UDC; insufficient volume of the article or annotation; insufficient number of literary sources.

The journal is published 6 times a year; each issue comprises 12-14 standard printed sheets in a 60 x 84 format. The scope of distribution is nationwide.
