Open Access Policy

The editorial board of the journal «Actual problems of innovation economy and law» supports the principles of free dissemination of knowledge and provides full, immediate, and free access to all published materials.

1. Philosophy and Licensing

All articles are published on the basis of open access under the Creative Commons Attribution 4.0 International (CC BY 4.0) license. This allows anyone to freely read, download, copy, distribute, and adapt the materials, provided that the authorship and the original source of the publication are indicated.

We share the vision of the Budapest Open Access Initiative (BOAI), according to which free access to research results is the foundation for global justice and the high-quality, sustainable development of scientific progress.

2. Openness and Integration Parameters

The publication meets the openness criteria developed by SPARC, PLOS, and OASPA, as evidenced by the following provisions:

• Instant Access: All articles are available immediately after publication without any time restrictions (embargo).
• Usage Rights: Readers receive full rights to reuse and recycle content.
• Open Metadata: We adhere to the I4OC standards for open citation by transmitting full citation metadata to Crossref.
• Technological: Access to scientific data and metadata is provided via APIs for automated processing.
• Storage Reliability: Copies of all materials are automatically deposited in independent third-party repositories to guarantee their long-term preservation.

3. Copyright and Self-Archiving

Unlike traditional models, we reserve full rights to authors without restrictions:

• Copyright: The copyright of the texts remains with their creators.
• Self-archiving policy: We encourage authors to deposit any version of the article (submitted, accepted for publication, or final published version) in institutional repositories, specialized archives, or on personal websites.
• No embargo: Authors may distribute materials immediately, provided that the URL of the publication on the publication’s website is indicated and that proper citation is made.

4. Use of third-party materials

While the authors retain copyright to the text, we emphasize that the copyright to third-party images, graphics, or other objects included in the article may belong to the respective owners. The use of such materials is governed by the licenses of their respective owners.

Payment for publication is made after the article is reviewed.
Payment cost: 1500 UAH for 12 pages of the article in Times New Roman 14 pt font with an interval of 1.5 + 50 UAH for each additional page.

The editorial office informs that articles submitted by applicants for the third (doctoral) level of higher education of a budget form of training and completed by them alone (without co-authors) are exempt from any payment (contributions) for processing, reviewing, and/or publication.

The publisher of the journal «Actual problems of innovation economy and law» considers published materials as the final “Published Version” (Version of Record). In case of detection of facts that discredit the scientific reliability of the article, the editorial board decides to make amendments or completely withdraw (retract) the material, guided by the COPE instructions (Retraction Guidelines).

1. Grounds for correction or withdrawal

The editorial board considers the possibility of publishing a correction (Correction) if the error is partial and does not refute the results of the study as a whole. However, the article is subject to mandatory withdrawal (Retraction) in the following cases:

• Violation of academic integrity: detection of plagiarism, fabrication or falsification of data, fictitious authorship, or double publication.
• Critical errors: establishment of facts of significant calculation or experimental errors that make the conclusions unreliable.
• Technical malfunctions: reports from the authors themselves about detected errors (for example, the use of faulty equipment).

2. Marking and transparency procedure

To ensure transparency and inform the scientific community, each change in the status of the article is accompanied by:

• Clear marking: indicating the reason for the correction/withdrawal and the date of the changes.
• Metadata update: information about the retraction is displayed on the official website and transmitted to scientometric databases.

3. Retraction regulations

After making a decision to retract the article, the editorial board takes the following steps:

1. Visual marking: a watermark “Retracted” is applied to the electronic version (PDF).
2. Title change: the prefix “Retracted: [Article title]” is added to the title of the article.
3. Official statement: a separate notice of retraction is published under the signature of the editorial board, indicating the reasons and preserving the DOI identifier.
4. Copyright: the rights to the text remain with the authors, but the manuscript is removed from the active publishing base.

4. Consequences for authors

The editorial board reserves the right to decide on the feasibility of further cooperation with authors whose articles have been withdrawn due to gross violations of scientific ethics.

This policy of the journal «Actual problems of innovation economy and law» establishes standards for the responsible, transparent, and ethical use of generative artificial intelligence (AI) in the editorial process. The regulations are based on the principles of COPE (Committee on Publication Ethics), recommendations of WAME (World Association of Medical Editors), and provisions of the Law of Ukraine “On Education” regarding academic integrity.

1. Use of AI by authors

Generative AI is considered solely as an auxiliary tool. It cannot be indicated as a co-author and should not replace the intellectual contribution of the researcher.

• Allowed: Use of AI for linguistic correction, translation, technical layout of schemes, or preparation of initial drafts, which are subject to further in-depth authorial processing.
• Prohibited: Generation of scientific hypotheses, conclusions, interpretation of results, or creation of fictitious statistical data and citations.
• Responsibility: Authors are personally responsible for the authenticity, accuracy, and originality of the material, regardless of the level of involvement of AI tools.

2. Declaration and transparency

Any involvement of AI technologies must be openly declared in the text of the manuscript (in the “Materials and Methods” or “Acknowledgments” section). The statement must indicate:

1. Full name and version of the AI tool.
2. Specific tasks that were performed using AI.

Note: Hidden or incorrect use of AI is considered a violation of academic integrity and publication ethics.

3. Restrictions for reviewers and editors

In order to protect copyright and maintain confidentiality:

• Reviewers are prohibited from uploading manuscripts (or their fragments) to external AI platforms, as well as using AI to write expert opinions or analyze content.
• Reviewers are allowed to use AI exclusively for technical editing of their own review text.
• Editors have the right to request additional explanations regarding the use of AI and reject manuscripts if signs of undeclared content generation are detected.

4. Content and authenticity

All elements of the article (text, tables, graphics) created or modified using AI must be appropriately labeled. Any manifestations of data fabrication or creation of unreproducible materials through AI are an unconditional basis for rejection of the manuscript or retraction of an already published article.

5. Legal compliance

The editorial board of the journal guarantees that all published materials comply with:

• Standards of academic integrity in accordance with the legislation of Ukraine.
• Requirements of the Ministry of Education and Science of Ukraine for the prevention of plagiarism.
• International protocols COPE Core Practices and WAME

The editorial board of the journal «Actual problems of innovation economy and law» strictly adheres to the COPE (Committee on Publication Ethics) standards in resolving ethical disputes. The procedure for considering complaints covers all aspects of academic integrity, including plagiarism, data falsification, copyright infringement, undeclared conflicts of interest, and improper behavior by participants in the editorial process.

Submission procedure: Any interested person (author, reviewer, or reader) may initiate consideration by sending a written application to the editorial office’s email address. The application must contain a detailed description of the circumstances and evidence base. We guarantee the confidentiality of the investigation and consider anonymous reports provided they are justified.

Procedure and consequences: The investigation is conducted by a temporary commission under the leadership of the editor-in-chief (or an authorized person if the complaint concerns management). Based on the analysis results, the editorial board decides whether to make corrections to the article, withdraw it (retract), inform the author’s institution, or ban further publications. In the event of disagreement with the decision, the applicant has the right to appeal to the university’s ethics committee.

The editorial board of the journal «Actual problems of innovation economy and law» is guided by the guidelines of leading international institutions that shape the global landscape of scientific ethics and publication culture:

• Committee on Publication Ethics (COPE): we ensure absolute transparency of all stages of the publishing cycle, impartiality of expert evaluation, and strict adherence to academic integrity. This includes effective mechanisms to prevent plagiarism, correct identification of the author’s contribution, and clear procedures for considering appeals and retractions of articles.
• World Association of Medical Editors (WAME): the journal guarantees editorial independence, mandatory disclosure of conflicts of interest, and transparency of funding sources, while contributing to the development of publishing activity of young researchers.
• San Francisco Declaration on Research Assessment (DORA Declaration on Research Assessment): the editorial team prioritizes the quality of content, scientific novelty, and real contribution of research, not just its bibliometric indicators. We support interdisciplinarity and diversity of scientific results.
• International Committee of Medical Journal Editors (ICMJE): We adhere to high standards for authorship and ethical research, encouraging the openness of scientific data.
• Modern paradigms of open science: the publication integrates the principles of Open Science and Open Access, implements FAIR Data standards, and Plan S requirements. We pay special attention to the ethical use of artificial intelligence, requiring authors to be fully transparent and responsible for the AI tools they use in preparing manuscripts.

The scientific journal «Actual problems of innovative economy and law» has maintained a policy of open access to published content. Giving this introduction, viewing, downloading and printing of materials are absolutely free and is possible immediately after placing the materials on the journal website, conducted after the publication of the paper version.
