Information and communication support as a tool for the development of local communities

This article examines the role of information and communication support as a key tool for the development of local communities in the context of society’s digital transformation, the decentralization of power, and increasing demands for openness and transparency in the activities of local government bodies. It is established that high-quality communication among local authorities, the public, businesses, and civil society institutions contributes to increased trust in the authorities, strengthened social cohesion, and a favorable environment for the socio-economic development of territories. The main components of information and communication support for local communities have been analyzed, with particular emphasis on the official websites of local authorities, social media, online services, digital platforms for public engagement, local media, and e-governance and e-democracy tools. It has been demonstrated that implementing modern information and communication technologies enhances the efficiency of management processes, improves the quality of public service delivery, reduces administrative costs, and expands opportunities for civic participation in local development. Attention has been paid to the use of digital tools to foster a positive image of the community, attract investment, develop tourism potential, and enhance the competitiveness of local areas. It has been established that the digitalization of communication processes creates additional opportunities to strengthen the institutional capacity of local communities and ensure their sustainable development. Areas for improving the information and communication support for the development of local communities have been proposed through the further digitalization of management processes, the expanded use of e-democracy tools, the development of strategic communications, the implementation of the ‘smart community’ concept, and the enhancement of the digital competence of local government staff.
