The article examines the theoretical and applied aspects of forming the information and communication capacity of territorial communities in the context of the digitization of public administrative services. It is argued that modern transformation processes in public administration are linked to the active introduction of digital technologies, the development of e-government, and the spread of digital services, which significantly change the mechanisms of interaction between local self-government bodies, citizens, and business entities. It has been proven that information and communication support for the activities of local self-government bodies is an important component of the institutional capacity of territorial communities, as it ensures the effective functioning of digital platforms, data management information systems, and communication channels for interaction with the population. It has been established that the development of the information and communication capacity of territorial communities contributes to increasing the transparency of government activities, optimizing procedures for the provision of public administrative services, expanding opportunities for citizen participation in local development processes, and forming a modern digital management infrastructure. Attention is paid to the role of digital technologies in modernizing the system of public administrative services, particularly the use of electronic registries, digital service delivery platforms, electronic document management systems, and e-democracy tools. The key structural components of the territorial community’s information and communication capacity have been identified, including digital infrastructure, information management systems, digital services, citizen interaction platforms, management personnel’s digital competencies, and institutional support for digitalization. Areas for improving the information and communication capacity of territorial communities have been proposed, including developing digital infrastructure, expanding digital services, improving the information resource management system, and enhancing the population’s digital literacy.
